This is the inclusive term the HCTC Program uses to describe various state agencies that handle unemployment benefits and TAA programs within their state. They may be referred to in the state as the state Workforce Commission, the Department of Unemployment Benefits, or a local SWA/State Employment Office at www.servicelocator.org.
